It's Party Time ~ rs#10

Hello there...
I'm NOT kidding.. {sounds serious} he he he
It took me not more than 30 minutes... to whip this card.... 
I was just browsing {you know the norm!} and saw that the deadline for this challenge is real soon... And I love the sketch...hate to give it a miss... Playing along with Retro Sketches #10 ...
